In a ceremony held in Songdo, Incheon on May 31, 2025, the Inter-city Intangible Cultural Cooperation Network (ICCN) and Culture Masters signed a comprehensive Memorandum of Understanding (MoU) to formally launch their strategic collaboration on the World Intangible Heritage Network: Festival and Contest (WIN Project 2025–2028).
The MoU outlines a multi-year cooperation framework between the two parties with the shared goal of promoting and safeguarding intangible cultural heritage (ICH) on a global scale. As stated in the agreement, ICCN will serve as an official co-organizing partner throughout the planning and implementation of the WIN Project, taking part in advisory roles, joint programming, and global cultural diplomacy initiatives.
Dr. SeongYong Park, CEO of Culture Masters, opened the ceremony with a presentation on the vision and objectives of the WIN Project. Congratulatory remarks followed from Prof. Amareswar Galla, Pro-Chancellor of Kalinga Institute of Social Sciences (India), and Dr. Jayarajan Vakil, Secretary-General of ICCN, whose organization is headquartered in Payyanur, Kerala, India.
Professor Galla emphasized the vital role of Culture Masters in promoting cultural diversity and revitalizing local cultures. He called for a strategic and well-coordinated plan to encourage global participation in the WIN Project and expressed his firm commitment to stand alongside Culture Masters in meeting this ambitious challenge.
Dr. Jayarajan, Secretary-General and a key figure of the event, emphasized his strong commitment to advancing the World Intangible Heritage Festival (WIN Project) by engaging directly with major global sponsors. He expressed both confidence and determination to play a leading role in shaping strategic partnerships and driving forward the project's sponsorship development efforts.

The signing was attended by key stakeholders including Mr. Hyung-Oh Seo, Head of Sacred Circle for Peace, Ms. Sigma G Nath from ICCN, and Mr. Soon-Yong Yoon, Director in the Social Security Network. Culture Masters was represented by Mr. Byung-Seok Choi, Director of Information Technology, and Ms. Sun-Young Lee, Head of Traditional Arts. Their participation underscored the broad-based institutional backing behind the agreement.
The MoU emphasizes four strategic aims: amplifying the voices of ICH communities through global cultural events; advancing peace and sustainability through cultural exchange; enhancing the international visibility of both parties; and mobilizing global funding from governments, foundations, and private partners, particularly across Asia and the Middle East.
While non-binding in legal terms, the agreement establishes ICCN’s full recognition in WIN communications, including logo usage, press presence, and advisory committee seats. It remains valid through December 31, 2028, covering the entirety of the WIN Project cycle.
The event concluded with a special moment as Dr. Jayarajan, on behalf of ICCN, presented plaques of appreciation to Culture Masters and to Ms. Seo Young-Hee, a member of the Operating Committee Advisory Board of Culture Masters. This was followed by a commemorative photo session and a celebration dinner, reaffirming the shared vision of the two institutions to build a sustainable cultural future through meaningful international cooperation.
